Brief Biography

For my background educations, I graduated my Bachelor Degree B.Sc. (Fisheries Sciences) from Faculty of Fisheries, Kasetsart University, Bangkok, Thailand in 1981. Upon graduation, I started working with the Department of Fisheries (DOF), Ministry of Agriculture and Cooperatives (MOAC), government of Thailand as a Fisheries Biologist at Chanthaburi Coastal Fisheries Station, Eastern Thailand.

foThe main jobs focused on coastal aquaculture (fish, shrimp, bivalves, crab), mangrove conservation and also provided extension programs both aquaculture and conservation for local coastal communities. Subsequently, I completed my Law Degree (LL.B.) from Faculty of Law, Ramkhamhaeng University, Bangkok, Thailand in 1985. Upon my graduation in Law Degree, DOF has transferred my position to Legal Affairs Section, Fisheries Conservation Division, at DOF Headquarter in Bangkok. For my position as Legal Officer, I have focused my work on National law, Regional and International law on fisheries, wildlife, habitat, aquaculture, conservation, resources and environment. These laws include Fisheries Act, Wildlife Preservation and Protection Act, Promotion and Preservation of Environment Quality Act, Navigation in Thai Waters Act, National Park Act, National Forest Reserved Act, UN Convention on the Law of Sea (UNCLOS), Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES), Convention on Wetlands of International Importance especially as Waterfowl Habitat (Ramsar Conservation), Convention on Biological Diversity (CBD), UN Framework Convention on Climate Change (UNFCCC), etc.,.

In addition, I also gained experiences in contacting numerous International Organizations such as Food and Agriculture Organization (FAO), CITES Secretariat Office and others.

For my higher education, I have done my graduate work M.A. (Resources Management) and Ph.D. (Resources Management), Department of Geography, University of Victoria, B.C., Canada. After completion of graduated degrees, I continued working with DOF, MOAC in Bangkok as Senior Fisheries Officer, Fisheries Conservation Division. I have been assigned as CITES Authority and responsible for implement and enforcement on Fishery Resources and Environment Conservation, Fisheries Law, Wildlife Preservation and Protection Law, and International Laws such as UNCLOS, CITES, Ramsar Convention, World Heritage Convention, UNFCCC, CBD and other relevant Conventions.

In addition, I have collaborated and coordinated with various stakeholders to implement many conservation Projects such as Mangrove Conservation Program, Crocodile Conservation Program, Wetlands Management in Thailand, Community-Based Fisheries Management, Coastal Habitat and Resources Management, and others. Moreover, I have been designated as DOF delegate attended many International Conferences such as CITES Meeting and Conferences, CBD Conferences, Ramsar Convention Conferences and other relevants.

In 1998-1999, I have been seconded by DOF to work at the Southeast Asian Fisheries Development Center (SEAFDEC) as a member of SEAFDEC Working Group for Regional Fisheries Policy (WGRFP) for 1 year which worked closely with members from Japan, Viet Nam, Malaysia, Thailand and the Philippines. In 2003, I have been recruited to work at Mekong River Commission (MRC) as Team Leader of Water Utilization Program (WUP) at the Mekong River Commission Secretariat (MRCS), Phnom Penh, Cambodia. Later in 2004, the MRCS office has been relocated to Vientiane, Lao PDR. The WUP have been funded by GEF/World Bank and various Co-Financers as JICA, AusAID, French, Finland, and others. As Team Leader of WUP, I have supervised and directed many staffs from MRC member countries (Lao PDR, Cambodia, Thailand and Viet Nam). I also coordinated and supervised International Consultants from numerous countries such as Japan, Finland, Netherlands, United Kingdom, USA, Canada, Australia and South Africa. Likewise, I have contacted various donors as World Bank, JICA, AusAID, French, Finland, Governments of MRC member countries. In order for project achieved milestone on time and within budgets line, I have provided advice and coaching for WUP Team members to work effectively until project completion in 2008.

After completion of the Water Utilize Program (WUP) of MRC, I came back to work for the Ministry of Agriculture and Cooperatives as Director of Agricultural Affairs Office (Diplomatic Position as Minister Counselor), Royal Thai Embassy, Jakarta, Indonesia between 2008 and 2016. The areas of work included Indonesia and ASEAN region. The works varied from review Indonesia and ASEAN countries’ policies, implementation and regulations on agriculture, forestry, fisheries, livestock, wildlife conservation, biodiversity, trade and sustainable development in the region. In addition, I have directed and supervised many Projects regarding to trade and development pursuant to Ministry policies. Subsequently, I have been transferred to work as Director of Agricultural Affairs, (Diplomatic Position as Minister), Royal Thai Embassy, Brussels, Belgium between 2016 and 2019. The areas of work included Belgium and other 28 European Union countries. The works varied from review EU policies, practices and regulations on agriculture, forestry, fisheries, livestock, wildlife conservation, biodiversity, climate change, trade and sustainable development in EU region. I also coordinated with various governments of European Countries, EU Commissions and EU Parliament Committee.

Furthermore, I have directed and supervised many Projects regarding to trade and development pursuant to Ministry policies. I have, in addition, involved in Thailand Combating illegal, Unreported and Unregulated Fishing (IUU) activities which resulted in EU lifted Yellow card for Thailand in January 2019. Then, I have retired from Ministry of Agriculture and Cooperatives (MOAC) by end September 2019.

Currently, I have been appointed as

  1. Advisor of the Department of Fisheries (DOF) and
  2. Advisor of the International Institute for Trade and Development (ITD), Ministry of Commerce from October 2019.

Field of Interests

The interested varies from many countries’ policies, implementation and regulations on agriculture, forestry, fisheries, livestock, wildlife conservation, biodiversity, trade and sustainable development in the region.
